Internet gambling is illegal under the Wire Act, which prohibits gambling on sports events and contests. Internet gambling is also illegal under the Travel Act, which prohibits facilitating unlawful gambling and promoting it. The Travel Act also prohibits facilitating illegal gambling on interstate commerce.

The Illegal Gambling Business Act makes it unlawful for gambling businesses to accept payment for illegal Internet gambling. The law does not apply to financial transaction providers such as PayPal. However, PayPal has been warned by federal prosecutors that it may face prosecution.
